الامين العام انطونيو غوتيريش يطلب تفعيل الماده ٩٩ للميثاق بشأن تهديد السلم و سيتعين الان علي مجلس الامن ان يجتمع رغمًا عن الجميع تحت هذا البند
تنص المادة المذكورة على أن “للأمين العام أن ينبه مجلس الأمن إلى أية مسألة يرى أنها قد تهدد حفظ السلم والأمن الدوليين”.
وقال الأمين العام أنطونيو غوتيريش على موقع X: “في مواجهة الخطر الجسيم لانهيار النظام الإنساني في غزة، أحث مجلس الأمن على المساعدة في تجنب وقوع كارثة إنسانية وأناشد إعلان وقف إنساني لإطلاق النار”.
وردا على أسئلة الصحفيين حول معنى ومغزى الخطاب، قال دوجاريك إن الأمين العام يُفعّل بذلك السلطة التي يمنحها له الميثاق فيما يمكن أن يُوصف بالخطوة الدستورية الكبرى. وقال إن تلك المادة تعد أقوى أداة يمتلكها الأمين العام في إطار مـيثاق الأمم المتحدة.
وذكر المتحدث أن تفعيل المادة لم يحدث منذ عقود، وقال إن عددا من الخطابات السابقة أشارت إلى التهديدات الماثلة أمام السلم والأمن الدوليين ولكن دون الاستناد إلى هذه المادة.
وأكد غوتيريش “عدم وجود مكان آمن في غزة”، وعدم وجود حماية فعالة للمدنيين. وتحدث عن انهيار نظام الرعاية الصحية، وتحول المستشفيات إلى ساحات للمعارك. Given the magnitude of the loss of human lives in Gaza and Israel, Article 99 was activated

Secretary-General António Guterres It requests the activation of Article 99 of the Charter regarding threats to peace, and the Security Council will now have to meet, against everyone’s will, under this clause.
The aforementioned article states that “the Secretary-General may alert the Security Council to any matter that he deems may threaten the maintenance of international peace and security.”
“In the face of the serious risk of collapse of the humanitarian system in Gaza, I urge the Security Council to help avert a humanitarian catastrophe and appeal for a humanitarian ceasefire to be declared,” Secretary-General Antonio Guterres said on X.
In response to journalists’ questions about the meaning and significance of the speech, Dujarric said that the Secretary-General is thus activating the authority granted to him by the Charter in what can be described as a major constitutional step. He said that this article is the most powerful tool that the Secretary-General has within the framework of the United Nations Charter.
The spokesman stated that the activation of the article had not occurred for decades, and said that a number of previous speeches referred to the threats to international peace and security, but without relying on this article.
Guterres stressed that “there is no safe place in Gaza” and that there is no effective protection for civilians. He talked about the collapse of the health care system, and the transformation of hospitals into battlefields.
