دعوه للإمارات لتعزيز مشاركة المدافعين عن حقوق الإنسان في مؤتمر المناخ

دعت خبيرة أممية مستقلة دولة الإمارات العربية المتحدة على ضمان مشاركة المدافعين عن حقوق الإنسان “الذين يمثلون حقوق الفئات الأكثر تهميشا والأكثر عرضة لخطر أزمة المناخ” بشكل فعال في المفاوضات خلال مؤتمر الأمم المتحدة لتغير المناخ المنعقد في دبي.
وحثت الخبيرة الأممية دولة الإمارات أيضا على “استغلال هذا الوقت الذي تسلط فيه الأضواء العالمية عليها” لإظهار أنها تحترم حقوق الإنسان، مضيفة أنها يمكن أن ترسل إشارة قوية على الفور من خلال إطلاق سراح المدافعين عن حقوق الإنسان في سجونها الذين قضوا بالفعل عقوباتهم كاملة.
يبدأ مؤتمر الأطراف الثامن والعشرون (COP28) اليوم الخميس ويستمر حتى 12 ديسمبر، حيث يجتمع أصحاب المصلحة في إمارة دبي لتقييم التقدم الذي تم إحرازه فيما يتعلق باتـفاق باريس لعام 2015 بشأن تغير المناخ.
وفي بيان لها، قالت مقررة* الأمم المتحدة الخاصة المعنية بحالة المدافعين عن حقوق الإنسان، ماري لولور، إن حقوق الإنسان والمدافعين عنها يجب أن يكونوا في صدارة المؤتمر، وشددت على ضرورة السماح للناس بالتعبير عن مخاوفهم أو انتقاداتهم حول الآثار الحقوقية الناتجة عن تغير المناخ والتدابير المصممة لتخفيفه، التي تتجاهل التأثيرات على أصحاب الحقوق.
وأضافت: “يجب على الدول أن تدرك أن حقوق الإنسان والعدالة المناخية وجهان لعملة واحدة، وإذا استبعدنا أو أسكتنا أولئك الذين يحذروننا من المخاطر الحقوقية، فسنقع في نفس الفخ كما كان من قبل لتصميم إطار جديد لعيش القلة، وليس للكثيرين”. An independent UN expert called on the United Arab Emirates to ensure that human rights defenders “who represent the rights of the most marginalized groups and those most at risk of the climate crisis” participate effectively in negotiations during the United Nations Climate Change Conference held in Dubai.
The UN expert also urged the UAE to “take advantage of this time when the global spotlight is on it” to show that it respects human rights, adding that it could immediately send a strong signal by releasing human rights defenders in its prisons who have already served their full sentences.
The 28th Conference of the Parties (COP28) begins today, Thursday, and continues until December 12, as stakeholders gather in the emirate of Dubai to assess progress made in relation to the 2015 Paris Agreement on climate change.
In a statement, the United Nations Special Rapporteur on the situation of human rights defenders, Mary Lawlor, said that human rights and their defenders must be at the forefront of the conference, and stressed the need to allow people to express their concerns or criticisms about the human rights impacts resulting from climate change and measures. Designed to mitigate it, which ignores the impacts on rights holders.
She added: “Countries must realize that human rights and climate justice are two sides of the same coin, and if we exclude or silence those who warn us of the human rights risks, we will fall into the same trap as before of designing a new framework for the living of the few, not the many.”
